DPK Consulting Shares Advanced DPCC Plan & UAS Surveying Insights at Rutgers Continuing Education Course

Environmental and compliance professionals gathered at the Rutgers EcoComplex in Bordentown, NJ, for the Discharge Prevention Program: Compliance in New Jersey course hosted by Rutgers University’s Office of Continuing Professional Education.

Among the featured presenters was James Heiser, President & CEO of DPK Consulting, who delivered a deeply informed session on DPCC Plans, UAS-enabled data collection, and modern DPCC workflows.

James, who serves as the current President of NJSPLS and is licensed as a Professional Land Surveyor across NJ, NY, PA, DE, and CT, opened with a walk-through of what a complete and compliant DPCC Plan must include:

  • General Site Plan (GSP)
  • Drainage, land use, and topographic mapping
  • Storage tank descriptions
  • Operational and inspection requirements
  • Secondary containment features
  • Discharge history, training procedures, and more

Participants were fully engaged throughout, prompting an energetic discussion that carried James beyond the allotted 45 minutes, a testament to both the relevance of the material and the current industry emphasis on regulatory readiness. In fact, 95% of participants said they would recommend this course.

A major update highlighted during the presentation: New Jersey now requires DPCC Plans to be renewed every five years, with updated plans or certification submittals due 180 days prior to expiration.

James also explored how UAS (drone) technology is transforming survey workflows, generating millions of high-precision measurement points and enabling teams to map large parcels of land in a single day. When paired with RTK/GNSS and ground control points, these methods now achieve survey-grade accuracy, a powerful highly efficient complement to traditional surveying.
