Project Overview
Supporting environmental remediation projects requires precise, reliable data especially when preparing for regulatory submissions. DPK Consulting was engaged to provide a Site As-Built Plan, Monitoring Well Survey, and metes and bounds documentation to support NJDEP remedial action permit requirements at an active industrial facility in Carteret, New Jersey.
The project required a high level of Health & Safety training and certification, accurate mapping of existing site conditions within a defined remedial action area, along with detailed monitoring well data to support environmental investigation and compliance efforts.
Challenge
This project presented several key challenges:
- Operating within an active industrial facility with ongoing operations
- Adhering to strict health & safety protocols, typical of Petro-chemical facilities
- Capturing accurate data within a defined remedial action area (0.35 acres)
- Delivering survey data for NJDEP regulatory submissions
- Coordinating fieldwork efficiently to meet project timelines
DPK’s Approach & Deliverables
DPK leveraged its experience in environmental surveying along with its health and safety culture to deliver accurate, compliant results:
- Prepared a Site As-Built Plan documenting key site features including canopy, concrete pads, storage tanks, bollards, curbs, pavement edges, and observed utilities
- Captured topographic data with 1-foot contours and spot elevations, referenced to NAD 1983 (horizontal) and NAVD 1988 (vertical) datums via GPS observations
- Identified and mapped above-ground utilities and drainage structures within the remedial action area
- Conducted Monitoring Well Surveys, capturing horizontal and vertical positions for 15–20 wells per day
- Developed AutoCAD mapping showing well locations and surrounding site features
- Prepared NJDEP Form B documentation for each monitoring well to support regulatory submission
All work was performed under the supervision of a New Jersey Licensed Professional Land Surveyor, ensuring full compliance with applicable state regulations. All DPK field teams are OSHA 40, Shell Lifesaving and passport certified, with a wide range of ongoing safety trainings.
Outcome
Despite the challenges of working within an active industrial facility, DPK delivered:
- Accurate, regulatory-ready survey data
- On-time and on-budget project completion
- Safe execution with zero incidents
- A level of quality that met—and exceeded—client expectations
The resulting data provided a reliable foundation for NJDEP remedial action permitting, helping the customer move forward with confidence.

Are Your Customer’s DPCC Plan Deadlines Coming Soon?
Benefit 7 Ways by Working with DPK Consulting!
In New Jersey, Discharge Prevention, Containment, and Countermeasure (DPCC) Plans must be renewed every three years. For facilities with an approved or conditionally approved DPCC plan, the renewal must be submitted 180 days before the expiration date of the existing plan. This renewal process requires either revised plans reflecting any updates or a certification that the existing plans are current and compliant. Failure to submit a renewal on time could result in the plan being considered expired.
A professional surveyor is vital to creating an accurate and effective DPCC plan, as their expertise ensures precise site layout, flow control, and compliance with regulatory requirements. DPK’s input and precise mapping helps prevent environmental hazards and ensures the facility is well-prepared to contain and counteract any potential spills.
DPK’s DPCC solutions deliver extraordinary value. Benefit from:
- Accurate Site Mapping and Layout
- Highly Detailed Topographic Data
- Critical Drainage Systems and Flow Paths
- Ongoing Compliance with Regulations
- Boundary and Infrastructure Identification
- Design Support for Contaminant Systems
- Crucial Elevation and Grading Data
If your customer’s current DPCC plan is set to expire, you would need to submit the renewal 180 days prior to that expiration date, making it essential to review the exact timeline based on when your last approval was granted.
DPK Consulting is here for you! Call James Heiser or Ray Hyman at 732-764-0100 to discuss your DPCC Plan status and we’ll provide you with an estimate and schedule to help you with your plan updates.
